Yeah, its a 'Viking Drilling Rig'. Seems the noise doesn't like that Zion Oil has had Viking folks come over to Zion Oil. Nonetheless the point is that Viking has been in the general area for a while be it with Zion Oil or Afek.

On 21 February 2013, the oil council of the Israeli Ministry of Energy and Water granted Genie Israel Oil and Gas a three year exclusive petroleum exploration license in the occupied Syrian Golan. During February 2015, Afek Oil and Gas (previously named Genie Israel Oil and Gas) announced that it has finished preparations on the ground and has begun drilling for oil in the south of the occupied Golan (map).
Two years ago, Afek Oil and Gas was granted by the Israeli Ministry of Energy and Water three years exclusive petroleum exploration license in the occupied Golan Heights (For more information see previous update). The drilling was delayed due to strong opposition by Israeli and international environmental organizations, however, the state dismissed the petitions against the drilling in December 2014 and Afek immediately started preparing the ground for drilling.

Our journey to the center of the earth began in 1981 when Mekorot, the Israeli Water Company, drilled a routine well in Ein Sid, which is in the Southern Golan. The drilling was not successful. The drillers reported that they reached only dirty water that was unfit for drinking and immediately stopped the drilling process. The question was – what was the reason for this dirty water?
A quick analysis showed that natural oil emanating from the earth was, in fact, the cause of the “dirt”. Despite the sensational nature of the finding, the media did not really pay any attention to it.
Thirty years after that “failed” water drilling attempt, our experts performed a new analysis of the data gathered during the process of the original water drilling. The evidence found in the subsoil samples taken during that drilling reinforced the evaluation that hidden on the Golan was one of the largest natural oil reserves in the Middle East.
The Afek Company’s experts, who have decades of experience at the forefront of the global oil industry, delved deeper. Geological models were constructed, over a period of many long months, to examine the subsoil heat, the various layers deep underground, the electrical conductivity and more. Their findings reinforced the initial assumptions concerning a large natural oil deposit on the Golan.

This is what caused the State of Israel to transfer oil exploration to private entrepreneurs.
Contrary to other fields, the final proof of the presence of oil can only be demonstrated by exploratory drilling.
Only after finding oil, can we map the reservoir size and prove our assumptions to be correct. Subsequently we can submit a request to the State of Israel to recognize our findings as a “discovery”. After this is approved, we will have to approach the planning and construction authorities with detailed work plans that include, inter alia, environmental impact assessment, in order to obtain the rights to long-term commercial oil production in the area.
The oil exploration licenses granted are for the area south of the city of Katzrin, and extend to the southern border of the Golan Heights. To reduce the effects of the exploratory drilling on the environment and on the residents, we carefully selected only ten points spread out within the license area, in coordination with the Golan Regional Council and all the relevant authorities.

We use oil for all the necessities of life – from fuel, through the materials for paving roads, to plastic materials for the food and medicine industries. In addition, the World Energy Organization states that oil will still exist as an energy source in 2035. Without it we cannot go to work, defend the country or even simply fly abroad.
Gas discoveries have improved the energy situation of the State of Israel, but our lives still depend on oil, which comes to us from countries such as Azerbaijan – by way of Turkey.
We are still dependent on foreign countries as oil suppliers, which could put Israel in a dangerous situation politically, economically and most of all – in terms of security.
Imagine what would happen if one of these countries shuts down the pipeline? In what situation will the State of Israel find itself in the next war against Hezbollah? What if Nasrallah follows up on his threats to bomb energy sources and all ports – including Ben Gurion Airport and the Port of Haifa? What will happen then? The answer is disturbing. Within a few short weeks, Israel could find itself, for the first time since the Yom Kippur War, in a state of existential threat.
If we have oil on the Golan Heights, we don’t have the privilege to forego it.

Transparency is a fundamental principle for us. Upon receiving our license for searching for oil in the State of Israel, in April 2013, the employees and managers of Afek participated in a series of meetings with representatives of the Golan Regional Council, the Israel Defense Forces (IDF), the Nature and Parks Authority, representatives from the surrounding moshavim, farmers from the area, and others, in order to establish a line of communications, updates and for coordination. In the framework of these meetings the company presented its work program, which was approved by the government, to all the interested parties.
At the same time, the company launched a website, on which there is a great deal of information about the company, the licenses, the work methods and more. Also, there have been many articles published in the local press and on television, at the initiative and with the encouragement of the company. According to the requirements of the law and in accordance with the decision of the local district committee, the plans for the drilling, the directives as well as the environmental document have been submitted for public scrutiny.
In April 2014 the residents of the Golan requested to know more about the plans of the company concerning the oil prospecting plans on the Golan. In response to this, we held a series of meetings with the residents in which we answered all their questions and provided whatever information they requested.

Are you planning to produce oil from shale?
Definitely not! The company is operating solely to prospect for liquid oil on the Golan Heights by conventional means.The license granted to the company by the State of Israel gives the company the right to look only for conventional oil.Also the permit (lease) gives the company the right to drill only for conventional oil.
What is the company’s timeline?
In April 2013 we received the license for the exploratory drilling from the State of Israel. In September 2014 the North District's Planning Committee's approved up to 10 exploratory drillings in the licensed area. Recently, we have finished the first drilling and we are moving forward to the second one. In the event that the company finds oil, it will request recognition of its discovery by the state. The company will also request the required licenses to begin the production stage.

Afek oil and gas hopes to find out what lies beneath the Golan Heights, as they announced the beginning of the analysis phase for the Ness-2 drilling site, also known as “Deborah’s Well.”
This analysis phase began after flow tests, which aim to determine how much oil may be in a reservoir, concluded at the site on Thursday. Now, the task is to identify the contents of the ground wells and what products might come from it, which Afek said will be carried out by their own scientific crew as well as “external international experts.”
The company noted in a statement earlier in the month that the flow tests, focused on certain segments, produced gaseous hydrocarbons as well as small amounts of heavy oil.
In a statement from the company on Tuesday, Afek, which is owned by the New Jersey-based firm Genie Energy Ltd., noted that additional parts of the analysis phase may eventually include tests on other wells within their licensed area, as well as seismic work to get a general idea of the ground’s layers. The expert team, according to the statement, is also trying to locate more “sweet spots” of oil or gas reservoirs.
Regarding findings from the Ness-3 site, where testing began in February, the company said that the site did not produce an amount of hydrocarbons that would be sufficient for commercial production, though noted that they learned important information for future testing. Still, initial results from analyses so far “suggest that there may be a large reservoir of natural gas,” as well as “significant amounts” of light, concentrated oil.
On May 10, the company announced that it had received a license extension which will allow work to continue until April 9, 2017.
